                                                                       Irrigation Project :                                                                        

There are two major irrigation projects which has been taken up under Irrigation Division, Pakur :

                        1. Torai Reservoir Scheme.

                        2. Part of Gumani Barrage Scheme.

              1. Torai Reservoir Scheme :-- Torai Reservoir Scheme is proposed to be constructed at village Chitlo Surajbera under Littipara block in Pakur district on river Torai. It is a medium Irrigation project. The cost of the project as per revised estimates 1996-1997 is Rs. 633.654 lakh. This scheme will provide irrigation facilities in 18,000 acres in kharif and 2000 acres in Rabi in Littipara, Amrapara, Hiranpur and Pakur block. Under this scheme a 2125 ft. long and 80 ft. high earthen dam has to be constructed. There will be two main canals on the right and left bank of the river, whose length is 56.50 KM. & 27.12 KM. respectively. Under this scheme 1450 acres of land will be submerged. Due to this submergence 243 families will be displaced. Land Acquisition work has already completed and compensation has already beeb paid. Construction of right and left bank main canal has been completed in 56%. But the constructions of dam has not been taken on. For more than 10 years construction work has been stopped by the department and still has not been taken up.

             2. Gumani Barrage Scheme :-- Gumani Barrage has been constructed in the river Gumani in village PETKHASA under Barhait block in Sahibganj district. The 261 ft. long barrage has been completed except gate fitting. But recently Centre Water Commission, New Delhi has suggested further construction of two more gates, 16194 hect of land will be irrigated in kharif under Berhait, Patna and Barharwa in Sahibganj district and Hiranpur and Pakur block in Pakur district. This project was taken in 1977 but due to nonavailiability of fund it was stopped in 1991. Again the work has been taken up in 1997-98.

              Under irrigation division, Pakur only two distributaries Fatehpur distributary and Barmasia distributary has to be constructed. About 80%  work of these two distributaries canal has been completed. Fatehpur distributary will irrigate 5410 acres of kharif and Barmasia distributary will irrigate 5820 acres of kharif crops.

             Food grains are distributed under BPL Scheme, Antyodaya Anna Yojana and Annapurna Yojna in Pakur district. Apart from food grains, Kerosene is also distributed to Ration card holders through public distribution system. Total no. of PDS shops in the Pakur district are 385.

                                                                    Revenue and Relief :                                                                          

                              Since the inception of the  district of Pakur in the year 1994, the Revenue and Relief section is in the being. The section is headed by Additional Collector and he is assisted by various functionaries including Deputy Collector Incharge of the section.

                             The revenue district of Pakur is Composed of 6 revenue circles- Pakur, Hiranpur, Littipara, Amrapara, Maheshpur and Pakuria. Circles are subdivided into Halkas and Halka offices   are housed in halka kutcheries and are headed by halka karamcharies. A total of 64 halkaa are there in the district. Halka karamcharies are under one  Circle Inspector and who in term is under a Circle Officer. Circle Officers are invariably a deputy collectors.

                             The function of revenue and relief section is not only to ensure land reform in the district but it also guarantees equitable distribution of follow and waste land among landless poors, among tenants without howestead land , monitoring mutation of holding and restoration of illegally acquired land from weaker sections of the society. To meet the expenditure in the legal procedure of restoration of such land, a legal aid has been provided for too. In the relief component the section monitors the draught relief as well as flood relief.Though we have draught like situation in the year 2002-03 we have encountered no flood since the year 2000 in this district. Also, acquiring raiyati land and making them available for rural connectivity viz. village to village, village to panchayat headquarter  to have a network of rural road is also the important function of this section, last but not the least , the monitoring of monthly collection of revenue by the different revenue earning departments of the stage govt. is the paramount work. Along with land revenue called rent and cess and sairat, it monitors and reviews monthly collection vis-a-vis targets given by the state govt. It is this revenue which is the main available resource of development of the state.

                                In the last year 7942.32  acres of waste land has been distributed among landless people and a total of such beneficiaries are 5171 out of which 660 are SCs and 3858 are STs. A total of 106 people have been made available house sites to enable them to have their own shelter. In this also the priority has been given in favour of tribal people. A total no of 2327 mutation cases have been disposed of in the last three years. In the present year of 2003-04 upto July 2003 such disposed cases are 505 in no. There remains almost no pending at the year end.

                               So far 19 tribal people have been restored there illegally acquired land and a total of Rs. 87650.00 legal aid has been given to them. They have also been ensured of their possession and de-facto ownership over such restored land.

                               In the ensuing year 2002-03 to meet the draught like situation and to generate employment a total of 520 well and 116 ponds have been day in the district worth Rs. 454.937 lakhs. It is interesting to be successful were complete within the given frame work of  time. They are use for storage of irrigation water and drinking water. A total of 165968 mandays of employment has been generated out of their whole exercise. In the on going rainy season of 03-04 in anticipation of flood, a short then tender  for various very items has been floated in news paper and shortly the rate would be finalised. In case of any .

                           Acquisition of load is in progress for development of Coal mines in the block of Amrapara. A total of 1899.36 acres of land in being acquired for proposal mines area, for railway siding and development of link road work Rs 20.0 Crores approximately for rural connectivity under central scheme 43.42 acre are being acquired at the cost of Rs. 48.36 lakes. In the year 2000-01 and 2001-02 for rural rod of 43.13 km land work 44.0 lakes has been acquired .

                       Though the exact figure of revenue and the forget of the different revenue earning departments of the district varies from year to year but on an average the yearly revenue collection of the district is of the order of 2455.35 lakes.

                      A part from the above figures , are annual collection of Rs. 8.2 lakhs is done in the shape of land revenue called rent as well as  cess  and approximately 17.5 lakhs is procured from annual settlement of sairat which includes rural hat, ferry ghettos and local fairs.

                  Out of the shoot glimpse, it is evident that Revenue  and Relies Section plays a pivotal role especially in fiscal waters in the district.
